A Palisades condo rebuild is stalled by a power line · 2 min

At Villa De La Paz (107 units, 66 destroyed), owners told ABC7 on Oct 9 that an LADWP overhead line relocated close to the building's foundation is blocking permits, and that the HOA must pay $50,000 to $60,000 for LADWP's proposed fix. LADWP's interim general manager said, "We're not going to be the reason why you can't build that back." The lesson for every owner: confirm utility clearances, service capacity and transformer location early in design, not after plans are drawn.

LA County opens an investigation into FAIR Plan claims handling · 3 min

On Oct 7, County Counsel put the California FAIR Plan on formal notice and opened an Unfair Competition Law investigation after survivor complaints of delays, underpayments, denials and refusals to pay for toxic-contamination testing and remediation. The FAIR Plan says it handled 5,400 claims from the two fires and paid nearly $3.5 billion, and that it is reviewing the County's letter. It is the third insurer the County has acted on, after suing State Farm (Aug 31) and opening a Farmers probe (Sept 9). If you have a FAIR Plan claim, keep every piece of correspondence.

🔥 Build Smart, Build Safe

El Niño prep: protect your lot and your jobsite before the rain · 2 min

On Oct 5, Mayor Bass directed citywide preparedness ahead of a potentially historic El Niño. The City says it is monitoring nearly 250 high-risk grading and construction sites, with priority on the Palisades burn scar, and has cleared 50 debris basins, including in Pacific Palisades. Free sand and sandbags are available at fire stations, and the City notes flood insurance typically takes 30 days to take effect. Our take: if your lot is graded or under construction, ask your contractor now for the erosion-control plan.

State-commissioned fire report: 175 findings, 266 recommendations · 4 min

The Fire Safety Research Institute (part of UL Research Institutes) released its second report on the January 2025 fires on Oct 2, commissioned by the Governor's office. Its recommendations center on community-scale wildfire mitigation, readiness for large wind-driven urban conflagrations, and better evacuation and communications. Our take: a hardened home matters most when the block around it is hardened too, so talk to your neighbors about defensible space and ember-resistant details as you rebuild.

More from the rebuild

LA Renewal Weekly · Week of Oct 3, 2026

From the Ground Up. Two forces defined the week: real homecomings and real guardrails. Six La Viña families moved back in, and the state signed a three-year shield against speculators. We also look hard at the money — the ~$550K gap many owners face and a support program that just ran dry — and a County program that can cut your cost and review time. Let's build. 🧱
